The Dual-Level PDCA Cycle: A unique feature of ISO 22000:2018 is its integration of two distinct Plan-Do-Check-Act (PDCA) cycles working together. The first cycle covers the overall organizational management system (strategic business planning), while the second cycle nested within it covers the operational processes (hazard analysis and operational control of food safety).
Context of the Organization: Organizations must analyze the internal and external factors that can impact their food safety objectives. This includes evaluating the regulatory environment, local food laws, supply chain complexities, and understanding the needs of interested parties such as consumers, public health departments, and suppliers.
HACCP-Based Risk Management: The standard seamlessly integrates the Codex Alimentarius Hazard Analysis and Critical Control Point (HACCP) principles. Organizations must systematically identify, assess, and control food safety hazards—whether biological, chemical, physical, or allergenic—by establishing Critical Control Points (CCPs) and Operational Prerequisite Programs (OPRPs).
Leadership and Food Safety Culture: Top management is expected to demonstrate clear leadership and commitment by establishing a comprehensive food safety policy and ensuring resources are allocated to maintain system integrity. Crucially, leadership must foster a strong corporate “food safety culture” where all employees understand and prioritize hygienic practices.
Interactive Communication: Food safety requires transparent communication across the entire food chain. ISO 22000:2018 requires structured communication channels externally (with suppliers, customers, and food safety authorities) and internally (with staff) to ensure that emerging hazard information is rapidly shared and acted upon.
Prerequisite Programs (PRPs): The standard requires organizations to establish basic environmental and operational conditions (PRPs) necessary to maintain a hygienic environment. This covers key areas such as pest control, personal hygiene, sanitation, waste management, and equipment maintenance, tailored to the specific sector of the food industry.
Traceability and Emergency Preparedness: Organizations must establish a robust traceability system that can identify product lots, trace raw materials back to suppliers, and track finished products to direct distributors (“one step back, one step forward”). Additionally, they must have clear procedures to handle potential emergencies, including product withdrawals or recalls.
Continual Improvement: Emphasizing constant vigilance, the standard drives organizations to continuously evaluate and update their FSMS. This involves regular internal audits, laboratory testing of product samples, management reviews, and adjusting safety controls in response to new scientific data or process changes.
High-Level Structure (HLS): ISO 22000:2018 follows the High-Level Structure (HLS), making it highly compatible with other management systems. This allows food businesses to easily integrate food safety with quality (ISO 9001), environmental protection (ISO 14001), or occupational health and safety (ISO 45001).
